Founder and executive director of “South Asia Democratic Forum”; founder of the international co-operation association registered in Brussels ARCHumankind, “Alliance to Renew Co-operation among Humankind”, of the consultancy company on sustainable development registered in Brussels, Lessmeansmore, Land and Energy Sustainable Systems, Fellow of the German Marshall Fund of the US in the first semester of 2010.
Past political, professional and voluntary activity
Member of the European Parliament from 1999 to 2009. President of the delegation of the European Parliament for relations with NATO Parliamentary Assembly from 2004 to 2007, coordinator of the socialist group in the Budgets Control Committee from 2004 to 2009, vice-president in the same committee from 2002 to 2004, member of the budgets committee from 1999 to 2009 and member of the fisheries committee from 2004 to 2009. He was also member of the temporary committee on the financial perspectives 2007-2013 and he was founder, president or member of several European parliamentary caucuses, namely the Friends of a Free Iran.
Member of the national parliament in 1992-1993 representing the Azores; member of the regional parliament of the Azores in 1990 and 1991.
Councillor in the Permanent Representation of Portugal to the European Union from 1996 to 1999, chief of staff of the Minister for Territorial Planning and Public Works in 1995/1996, economics advisor for the socialist fraction in the national parliament in 1989/1990, 1992, 1994/1995.
Invited professor of Common Agricultural Policy in the post-graduation course of European Studies at the Technical University of Lisbon in 1995/1996, lecturer in Economics at the Instituto Superior de Contabilidade e Administração de Lisboa” from 1987 to 1989, lecturer in Economics in the University of the Azores from 1980 to 1987 and in 1990/1991, director of the Course in Business at the University of the Azores in 1985/1986.
Founder of the first Amnesty International group in the Azores in 1982.
Diplôme d’Etudes Approfondies (DEA) on the Economics of Agricultural Development at the University of Montpellier in 1987; dissertation for an internal degree presented at the University of the Azores in 1984; degree in Economics in 1980 by the Instituto Superior de Economia, UTL (Lisbon).
